Ms. Kala TildeATH was a UN Civil Administrator. She was daughter of TildeATH "Tildo" Kabilla il Jong, dictator/hero of the revolution of an undisclosed Central American nation[1]. Her UAI was "Ululate"[2].

UN Career
Ms. TildeATH graduated from the Earthside UN Academy on August 25th, 2032[3]. UNCAO Director Added Space immediately assigned her to the governorship of Mimas, most likely due to her father's political influence[4]. She was her father's replacement as planetary administrator due to medical complications arising from Tildo's indulgence in antifreeze[5]. TildeATH replaced Administrator Jihad Joe as Mimean Governor; the former Mimean Administrator may have been ousted due to his perceived lack of control over BP Saturn in the wake of the Second Saturn Crisis[6]. In this role, TildeATH liased with the local BP Saturn concern and the UN and acted as mayor for the growing colony there. Her continued assignment to Mimas may have also had punitive intent--not to punish TildeATH, but rather to chasten BP Saturn[7].
Mimas Assignment
Nevertheless, TildeATH did enjoy success in improving the GDP of Mimas. On October 27th, 2032, slightly more than a month after her assignment, BP Saturn added another manned mine to their complex[8].
At Director Added Space's suggestion[9], TildeATH emailed "sickle" to an undisclosed net address on September 20th, 2032[10]. It is possible that this action helped Lars Proen kick off the Federation takeover of Mars. The transmission may have also been the signal which lead to the deaths of a UN covert operations team in Mumbai on April 18th, 2033[11]. TildeATH turned over the response she received from the net address to the UNEC. The message showed Federation President Ivano Tretyakov ordering Administrator Pavlo Kozlov to initiate Operation KRONOS on Titan, implicating the Federation for the events of the Second Saturn Crisis[12].
After the ICBM Incident, TildeATH invited Commander Raw_Beef to act as her second-in-command, citing an appreciation of his patriotism and willingness to war with the Federation[13]. The UNIN honored her request by assigning Cmdr. Raw_Beef to a desk job on Mimas[14].
While in transit to Mars, TildeATH was also added to the UNCAO Panel on Saturn to oversee the Titan transition from UN to FEAN hands along with Administrators Volmarias and A RICH WHITE MAN.[15]. The transition concluded successfully on April 1st, 2033[16].
Involvement in Mars Crisis
On May 9th, Shrike Soman demanded Administrator TildeATH as the representative of the UN to Free Mars[17]. Director Added Space complied by dispatching her to Mars forthwith[18]. TildeATH decided that her staff would be composed of Commander Raw_Beef and "Ululate". In anticipation of her service, Director Added Space awarded TildeATH the Medal of Ostentatious Service[19]. TildeATH is still the sole recipient of this medal. The irregular nature of the proceedings eventually drew protest from Ambassador CeeBees[20].
TildeATH landed on Mars on May 17th, 2033 aboard the SS Martinique. Upon her arrival, she issued a public proclamation to the people of Mars via Google Hangout[21]. Commander Prof. Snark was added to her detail in order to gather further intelligence on the Brotherhood of Free Mars and its possible connections with the Federation[22]. She was transported to the BFM-held Lockyer Crater colony on May 18th[23]. After her arrival, she aided Prof. Snark in communicating with his UN handlers through a novel means of encrypted communications[24][25]. Negotiations with Soman began shortly after reaching Lockyer.
Shrike Soman also insisted that he would only negotiate with Ms. TildeATH[26].
Initial negotiations outlined the offer which would eventually become the Second Treaty of Mars[27]. While in talks, TildeATH secured proof of Federation mendacity in the concealment of a Belnar ECM device.
TildeATH's last message before her "Speech of Free Nations" detailed her intention to remain as an observer until the end of the crisis[28]. On May 20th, she announced the peace between the UN and the Brotherhood as the representative of the UN[29], recognized the nation of Free Mars, and announced the defection of Cmdr. Raw_Beef. Thereafter, she noted the confiscation of "Ululate" and reiterated her loyalty to the UN[30].
She again took point in the negotiations of the Second Treaty of Mars, passing along the outline suggested by Innocent Bystander[31] and suggesting additional provisos of void infrastructure support and technology trading[32]. TildeATH and Shrike Soman signed the treaty without the exact, full text being made available to the UN on May 20th, 2033[33][34]. The ratification of this treaty had the immediate result of a Federation blockade of Mars which lead to the First Solar War.
Shortly after the initiation of hostilities between the two superpowers, TildeATH began using her Martian connections to funnel information to the UN about the Federation's war preparations and involvement in the BFM uprising, suggesting the discrediting of Kommodor Kadru Chettiar[35]. TildeATH had an intelligence officer known as Jones assigned to her command staff on Mars after he botched an analysis of her information[36]. TildeATH's final missive before her disappearance was an auto-response notifying all recipients that Vasu was in control of her UN email address[37]. A second, updated auto-responder hinted that TildeATH was not, in fact, dead[38].
The Occultation and Return of TildeATH
Shrike Soman denounced TildeATH on May 26th, 2033 when it became obvious that the tide had turned against the Brotherhood at last and no further assistance would be coming from the UN[39]. This declaration provoked further confusion in the UN as to TildeATH's whereabouts, as most parties had assumed she had become fully embedded within the Brotherhood. Director Added Space did not wait and immediately disavowed her on behalf of the UNEC[40].
Prof. Snark, formerly part of her Martian staff, reported that TildeATH had been sighted with known Federation personnel. She was observed at the personal quarters of Mahesh and Neha Patel before the party made for a Federation spaceport. Neha Patel was confirmed as Kommodor Rana Biswal's sibling[41].
Sometime after June 8th, 2033, TildeATH announced her own return from detention by Kommodor Biswal aboard a Skory vessel[42]. She was informed of her disavowed status and determined to retire to her father's territories[43]. Elements of the UN began planning how to take advantage of her unique status[44].
On July 2nd, a letter sent to Prof. Snark by Lars Proen sardonically thanked Added Space and TildeATH for their role in turning over control of Mars to the Federation[45].
After her return to Earth, TildeATH publicly proposed an Organization of Unaligned Charters, intended to create an unaligned colony as a third option to Federation and UN space dominance[46]. The UNEC voted down support for an unaligned colony patterned on this proposal[47]. This did not stop the self-styled Grand Exile, who persisted in her efforts to form a colony with the survivors of Free Mars by extorting a research-starved UN with a list of former BFM researchers and scientists still on Mars[48]. Her gambit proved successful[49] and she provided the names[50].
