Project FISHNET
Project FISHNET is a plan for moving TNE equipped factories off Earth to Tranquility, with the goal of saving interstellar transport capacity and creating jobs locally on Luna. The primary production of these factories are supposed to be infrastructure so the lunar colony can continue to grow without regular infrastructure deliveries from Earth.
History:
First proposed by Councilor Ynkling on the 15th June 2031, along with Project STOCKING and later Project KNEEHIGHS, it was widely received as a good idea and quickly gained support with UNIN, UNIEB and UNDOT. The project was approved with A level commitment later the same day and is currently underway.

The project is currently approved and the factories await shipping.

Project FISHNET
A TNE-equipped factory has a construction capacity (CC) of 10 per year and infrastructure requires 2 CC and 2 tonnes of duranium to build.
As of 2nd January 2031, Tranquility has 15 ground-based mines, producing around 141 tonnes of duranium annually.
Using Luna's colony cost of 3.7, 14 factories could produce 70 units of infrastructure a year using Lunar resources, increasing the carrying capacity of Tranquility by circa 190K.
Level of commitment:
A. 14 factories, 70 units of infrastructure, 190K population per year B. 7 factories, 45 units of infrastructure, 80K population per year C. 4 factories, 20 units of infrastructure, 54K population per year
Cost: 14/7/4 factories, decreased shipments of Lunar duranium
Benefits: Rapid development of Tranquility colony without heavy use of transportation. The factories could form the core of future lunar production expansion with the eventual goal of producing mines or other goods.
