Additionally, we would be interested, either via this treaty, or a separate one, in re-implementing the ruin sharing provisions of the Treaty of Mars.
Due to the discovery of a Belnar outpost in Roanoke and information garnered from the Belnar Future Museum on Mars it is suspected that the UN were currently the only holder of Extraterrestrial artifacts, voting on extending the Odessa Accords to all extra-solar discoveries was divided and the decision fell to UN Whip Kommando, who called for a one year delay for the UNEC to discuss further and finalise the unsigned JP Treaty.
In late November 2035, the UNFI espionage team on Mars discovered the astrographic charts of Zhongguo.
Specifically the articles in the accords expected to be modified to cover all extra-solar ruins discoveries are:
- The ruins on Mars and any other similar discoveries in the future represent a shared gift to mankind, and no one nation may restrict knowledge of them or access to them.
- In the interests of sharing this gift with all of humanity, the United Nations and the Federation of European and Asian Nations, and any other theoretical signatories, will 'cooperate to exploit these ruins'.
- Any recovered technology will be shared with all participating organizations.
- In recognition of their advancement of the corpus of human knowledge, a nominal fee assessment, to be determined by a joint arbitration board of signatories and pegged at 30% of the estimated costs to independently research the technology will be granted to the discoverer by each signatory who accepts the research.
- Any recovered installations will remain the possession of the organization that restores its functionality.
- Efforts to recover any ruins will begin as soon as practicable.
- In the interests of insuring equitable division of technology, independent monitors as well as representatives of signatory nations will observe recovery operations.
- Strictures identical to these shall be in place for any other ruins that may be discovered on planets or moons in the future, replacing references to "Mars" with the planet or moon in question.
In Dec 2035 the UNEW voted no on the motion of Ruins treaty.
