Treaty of Mars

The Treaty of Mars was negotiated between the UN and Federation to protect the Belnar ruins and to prevent one side from dominating Mars and pushing the other into war in order to exploit the ruin. The Federation ratified the Treaty of Mars on December 4th, 2028[1], and the UN ratified it on February 4th, 2029[2].

Nullification

As of the signing of the Odessa Accords, the Treaty of Mars is null and void, except where stipulated by the Odessa Accords.

Specifically, Article VII or the Accords: The technology-sharing provisions of Article II of the 1st Treaty of Mars (2028) remain in effect.

Article VI of the Treaty of Mars has not been explicitly rescinded, but is assumed by current UN leadership (as of 2035), to be null and void.

Treaty of Mars

  1. The ruins on Mars and any other similar discoveries in the future represent a shared gift to mankind, and no one nation may restrict knowledge of them or access to them.
  2. In the interests of sharing this gift with all of humanity, the United Nations and the Federation of European and Asian Nations, and any other theoretical signatories, will cooperate to exploit these ruins.
    1. Any recovered technology will be shared with all participating organizations.
    2. In recognition of their advancement of the corpus of human knowledge, a nominal fee assessment, to be determined by a joint arbitration board of signatories and pegged at 30% of the estimated costs to independently research the technology will be granted to the discoverer by each signatory who accepts the research.
    3. Any recovered installations will remain the possession of the organization that restores its functionality.
  3. Efforts to recover any ruins will begin as soon as practicable.
  4. In the interests of insuring equitable division of technology, independent monitors as well as representatives of signatory nations will observe recovery operations.
  5. Mars and Martian space out to 15 million km is declared to be the "Mars Free Zone."
    1. The Mars Free Zone is free from any unilateral territorial claims. Any and all signatories may establish peaceful colonies within this zone.
    2. Weaponized military bases are prohibited from being established in the Mars Free Zone.
    3. The Mars Free Zone and any outposts within it shall be excluded as viable targets in any armed conflict, and attacks of any nature on them shall be considered Crimes against Humanity.
  6. Article VI - Strictures identical to these shall be in place for any other ruins that may be discovered on planets or moons in the future, replacing references to "Mars" with the planet or moon in question.
