War Plan Blue
War Plan Blue is the last option in a confrontation with the Federation, encompassing all out total war within Sol and all extra solar systems. War Plan Blue opens with a concerted attack on all Federation colonies and defenses in an effort to gain control of the inner solar system and the jump points leading out of Sol. In should be stressed that this plan was developed as a precautionary measure only, and that UNIN does not anticipate ever being in a situation of total war against the Federation. This scenario recognizes that major civilian casualties and damage to both the environment and infrastructure will be unavoidable. As such, this scenario should be avoided if at all possible without compromising the overall security of the United Nations.

Phase 1: Fading Sunset
As a crisis with the Federation progresses, UNIN will begin assembling its forces for a general attack. The UNIN fleet will divide into 4 main task groups, and possible subordinate groups.
TG OUTRIDER: Task group composed of Berlins, Samars, and a small group of Capetowns dedicated to taking control of the Zhongguo Jump Point from the assumed single Federation BatDiv on station. Once JP2 is secure, Samars can be detached to secure control of Saturn from the Moskva pickets there.
TG BLACKBEARD: Take group of Samars and Surigaos engaged in commerce and asteroid raiding to deny Federation access to war material.
TG MARATHON: Task group of Berlins, Gibraltars, Capetowns, and escorts. Main UN striking force, designed to engage and defeat the Federation BatDivs in the inner solar system.
TG STOREHOUSE: Task group of Guams and escorts. Provides logistical support for UN operation, in particular rearming OUTRIDER and MARATHON.
UNIN will position these groups as necessary throughout the Solar System and await possible diplomatic resolution. Enroute, all UN vessels will refuel and ensure they have taken on updated ordnance and supplies in preparation for long term operations.
Phase 2: Rough Seas
Combat Operations have commenced. Priority is given to securing Mars and JP2 and protecting Callisto. Earth based PDCs and ground forces will begin all out assault on Federation defenses on Earth, attempting to knock them out of commission. Heavy civilian and military losses expected in the Earth-Luna system.
Phase 3a: Morning Glory
Consolidation of UN positions and remaining fleet assets in the aftermath of heavy combat operations. Fast Reaction groups will be attempting to suppress any remaining resistance, while cruiser and monitor groups maintain blockades/orbital positions above colonies. UN ground forces may be standing down or still involved in invasion operations on resisting enemy colonies.
Morning Glory represents a position of UN victory.
Phase 3b: Steady Sky
In the event of stalemate in combat ops, UNIN will redirect to defend UN colonies and assets. Fast Reaction groups will continue to strike at isolated Federation targets, and ground forces will attempt to take and hold as much territory is possible. Steady Sky represents a move toward a drawn out war of attrition, instead of the lightning strike of Rough Seas.
Phase 3c: Falling Rain
In the event of defeat of Rough Seas, remaining forces will attempt to secure Callisto and Earth at the expense of all other positions and units. Ground forces will move into defensive posture in preparation for Federation counterattack. Falling Rain is the worst case scenario, with Federation forces on the full offensive and the UN's ability to respond seriously curtailed.
