Voluntary UNCAO Administration of Microcolonies approved by ICCS Offer 2036

UNCAO will not intervene with the ICCS adjudicating new self managed colonies, however UNCAO will make an open ended offer to administer colonies, should they swell to an unmanageable size, suffer a breakdown in management, mutiny, go bankrupt, need rescuing due to catastrophic infrastructure failure, or offer themselves up for voluntary administration for some other reason. Accepting such administration will cede the colony to the UN and will come under the general rules of all UN Harroux colonies, ie pay tax.

Microcolonies annexed by the UN voluntarily will be declared Harroux Colonies until such time they reach 25 million inhabitants.

Merged colonies joined together to reach the self-administration 25m persons limit will be considered on a case-by-case basis provided they coexist within a reasonable astrographic region.
