Operation Silent Watcher
An operation intended to gather intelligence at the order of Councilor Innocent_Bystander on the Federation executive regime change in 1st quarter 2034, in which Sanya Volkov, an Earth-based mining executive, replaced Federation President Ivano Tretyakov[1]. Early speculation bet that the changeover was due to the influence of mining concerns, with whom Tretyakov was known to have contentious and difficult relations. The UN hoped to learn more about the Federation's short-term goals and planning by accessing these Federation figures' personal documents. Administrator Volmarias suggested that the switch was as simple as the Federation's desire to more efficiently exploit the Earth's own TNE resources[2].
