Callisto (Jupiter IV) is a moon of the planet Jupiter. It was discovered in 1610 by Galileo Galilei. It is the third-largest moon in the Sol System. CONSOL Energy became the first effective colonist of Callisto by opening a manned civilian mining complex on January 22nd, 2027[1].

CONSOL Energy Mining Colony

CONSOL Energy Corporation was suitably impressed by the results of the Prospector drone survey results from November 25th, 2026[2], that the company swiftly organized sufficient infrastructure, manpower, and transportation capability needed to have a functional complex opened in less than two months. CONSOL offered the UN first refusal on purchase of their complex's output for €500 million annually. UN economists estimated that permitting sale to the private sector would produce €250 million in taxes from the Callisto colony annually and boost UN states' GDPs. The UN initially opted to purchase Callisto's output to help jumpstart state-owned heavy industries per Councilor Puistokemisti's directive[3]. CONSOL set up a private, conventional garrison battalion for protection and also installed a Deep Space Tracking System. UN network analysts were granted access to the information, which provided the UN with fairly comprehensive coverage of the Jovian moon system. Lastly, CONSOL requested a UN civilian administrator for governor[4].

This early Jovian site's suitability for a distant void military complex proved very tempting for the UNEC, which initiated Project Zeus. Early Callistan DSTS data permitted the UN to follow the Federation's geosurvey progress through the Outer System, gaining estimations of their survey and probe capabilities in relation to the UN's own[5].

On April 28th, 2027, CONSOL opened a third civilian mining complex[6]. The fourth was opened on September 13th, 2028, shortly after the resolution of the First Saturn Crisis[7]. Reassured by the Treaty of Saturn, CONSOL rapidly opened a fifth complex on November 28th[8].

The signing of the Treaty of Saturn allowed CONSOL and its colony more breathing room. The question of UN sovereignty asserted during the events of the First Saturn Crisis was decisively settled with the Federation permitting the assignation of all rights over the Jovian system to the UN, which had no legal or philosophical qualms about the development of civilian colonies by private corporations.

As of January 26th, 2034, CONSOL boasted 17 mining complexes on Callisto and attempted again to entice BP Saturn into selling its former mining complexes[9]. On April 6th, CONSOL announced that it had expanded to 19 complexes[10].

United Nations Settlement

The first settlers landed on 20th April 2029, and unanimously petitioned to join the UN, becoming a member colony.

Callisto Mining Venture

Callisto was initially populated by Appalachian Coal Miners. After the Sorium Energy Revolution, it took a little while to upgrade the United States' energy grid to purely rely on sorium reactors, and so for a little while, the Miner's Union was able to hold on. Even so, it was no secret that soon demand for coal would plummet. When the initial round of downsizing came into play, a mass strike was held across the region, both sides knowing that time was against their entire industry. In the end, the miners found themselves backing away from the negotiating table entirely, and signed up en mass for the Callisto Mining Venture. Thousands of coal miners joining together, trading a dying industry for a brand new, cutting-edge one.

Unionization

Unions have played a major part of Callistan culture ever since, even with the newer population explosion. The Miners' Union played a major part of local security, and were key in preventing small scale riots from turning into large scale riots during the McKiernan Crisis. Indeed, the Miners' Union still forms the backbone of security. Since then, each industry has been highly encouraged to unionize, and since a critical mass of unions was pretty much always present, management of all industry on Callisto, even in the service arena, found it impossible to hire non-union employees. All immigrants quickly sign up for one union or another, or find themselves unemployable and purchasing a return ticket to Earth.

Callistan Culture

Culture on Callisto is very "rugged", as one would expect from mostly blue collar workers. There is a very strong bond between citizens, formed from their unions, and while you would expect a strong American bias, the fact is that workers from many UN Member States have joined together. Free time is most often spent amongst the community, with bars being extremely popular-- not to mention that local breweries and distilleries both have sprung up across the colony. But not all is love and friendship. The Sarah Palin sentiment of "I can see Russia from my backyard", though silly, is very strong here, and so the unity of the citizens is tempered with strong fear and mistrust for the reds.

Colony Layout

Physically, Callisto is laid out modularly, with moderate sized colony structures able to accommodate some several hundred people either in housing or in jobs, connected by tubular passageways. This colony method allows for easy prefabrication of living space, and standardizes life support. It is also a convenient way of providing access control. Each colony segment can be easily isolated from any other, as was infamously done in the case of Ragnar, Callisto's Political Prison.

Completed in 2034, a new modular crater dome design was used for Ragnarok Fleet Headquarters, 10 km outside of Mimir, Callisto's capital city. The new infrastructure model was adapted from the reused Martian equipment and designed to rapidly pressurize additional living space without compromising the modular colony layout.
