Article of Incorporation
The definition of Harroux Colony shall be extended to any existent, unaligned nation which elects to enter this status, with most attendant rights and responsibilities. This excepts the installation of a UN Administrator; this role will be taken by the head of the UN or such institutions as he creates to administer such functions. The prospective nation may choose to do so with one of the following methods:
1. If they are sponsored by a consortium of all interested UN member nations which hold recognized public debt in the prospective nation. The Harroux status shall last until the complete repayment of the debt, or until repayments have been made for 20 years. Any remaining debts must still be honored subsequently.
2. If they join a consortium of member nations in the successful bid to found an extrasolar colony. Harroux status will last until that body is recognized as its own Harroux colony.
3. If they agree to allow citizens to become free and voluntary colonists to joint UN colonies. The Harroux status shall last until 10% of the population at the time the status was entered, up to a maximum 2 million persons, have become extrasolar colonists.
