Harroux Colony

A Harroux colony shall be defined as an extraterrestrial colony with a population of at least two million persons which has been recognized as a legitimate claim by the ICCS.

A Harroux colony:

1. Retains semi-autonomy and domestic control

2. Relinquishes self-defense, foreign relations, and TNE mineral rights to the UN

3. Receives defense and development investment from the UN

4. Retains an UN Administrator to co-ordinate government efforts and protect UN interests

5. Has an observing, non-voting seat in the UN General Assembly

6. May, upon reaching a population of 25 million, found its own autonomous government and petition for full member status in the UN

A member nation, or consortium of member nations, can lay claim to an extraterrestrial body upon completion of an orbital geological survey with the following provisions:

1. The nation or consortium must submit a bid to the UN Executive Council detailing resources; including void ships, infrastructure, and effective timetable to becoming a Harroux colony; that will be given to the colonial effort. The UN Executive Council will determine the winning bid with the advice and consent of the General Assembly.

2. The nation or any member of a consortium may not submit another bid, individually or as part of a consortium, until the existing effort has resulted in a Harroux colony.

3. Extraterrestrial holdings which are not yet Harroux colonies shall be considered sovereign land of the founding nation, or a jointly administered protectorate of the consortium.

4. Upon transition to a Harroux colony, the bid resources shall be leased to the colony for its continued development under terms suitable to insure the reasonable repayment of expenditures. This debt must be honored by any sovereign nation which arises from this colony. This is subject to review by the Civil Administration Office to insure UN principles are upheld.

5. Upon the foundation of a sovereign nation from the Harroux colony, the bid void ships shall become UN property to facilitate the administration and upkeep of all colonies.

The UN General Assembly may elect to override bids and develop the extraterrestrial body as a joint UN colony, but may only do so for one body at a time until it becomes a Harroux colony.

Should no bids be received for a habitable body of strategic importance, the UN Executive council may elect to found a colony there using joint UN resources.

This amendment specifically excludes any extraterrestrial bodies which are not eligible for colonial status under treaty.
