Background
The Lyell faced a drawn out approval process first with three options presented to the UNEC, the Lyell-B was chosen, then a tendering process saw Cornucopia picked to build the Lyell but the specifics on the price and other technological trade offers became rather convoluted, dragging on for months, in the mean time, the original design spec was lost and a new one had to be drafted on the theoretical performance draft.
