Project STOCKING is a plan for moving TNE equipped factories off Earth to Callisto, this is done to speed up Project ZEUS since Callisto will need a big amount of infrastructure build and studies show that building it on site is more effective. Also having TNE based production capability on Callisto is considered wise, since Project ZEUS will make Callisto into the primary Fleet base for the solar system.
History:
First proposed by Councilor Ynkling on the 15th June 2031, along with project FISHNET and later project KNEEHIGHS, it was widely received as a good idea and quickly gained support with UNIN, UNEIB and UNDOT. The project was approved with B level commitment later the same day and is currently underway.
Current progress:
The project is currently approved and the factories await shipping.

Project KNEEHIGHS
As of 2nd January 2031, Mars Colony has 6 ground-based mines, producing around 65 tonnes of duranium annually.
Mars has a colony cost of 2, allowing 6 factories to produce 30 units of infrastructure a year, increasing the carrying capacity of the colony by 150K per annum.
We already have a Belnar installation with functions similar to a TNE-equipped factory, so only 5 factories would need to be delivered to realize Mars' infrastructure production potential.
Cost: 5 factories, decreased shipments of Martian duranium.
Benefits: Rapid development of the Martian colony without heavy use of transportation. The factories could form the core of future martian production expansion with the eventual goal of producing mines or other goods. Our martian colony could keep up with the expansion of the Federation colony
