The UN-FEAN Mutual Defense Agreement is an informal agreement between UNIN and TsF to provide for joint defense of humanity and the Solar System against existential alien threats - such as the MIND. The agreement was formulated in early September 2036, following revelations about the MIND's psychic projection capabilities.


September 1st, 2036 - Annapolis, USA - Day 1 of UNIN-TsF Mutual Defense Talks

After settling in and a brief opening ceremony, with pledges of mutual support and admiration, UN and FEAN analysts and strategists began discussions on the subject of the MIND. With UN provided data about the capabilities, layout, and probable vectors of approach through the Roanoke system, discussion centered around a way to deflect the MIND away from Sol. Although the UN was uncomfortable at the prospect of provoking alien aggression, it was jointly decided that the best course of action, pending a civilian decision from Goa, was that the United Nations would take all steps to lead the alien vessel to the Uwazi jump point. If this failed, UN and FEAN units would assemble and destroy the linelayer before gate construction into Sol could be completed.

At the same time, Federation Intelligence was expressing substantial interest in the MIND's method of communication and the "Ghost" effect. With the cooperation and consent of UNIN, it was agreed that should "Case Zulu" come into effect, Kaavi Annan would be disconnected from the MIND prior to an attack on the Giza. This would allow study of the MIND's connection with the Shard, and hopefully shed some much needed light on the events aboard Osaka-SSC1.

Finally, the United Nations and Federation both made pledges of fleet participation in the event of a minor MIND incursion - striking no further than Roanoke. The Federation committed 4 of their Skory-36 cruisers, and all available Moskvas, while the UN reciprocated with a pledge of 8 Capetown destroyers, 6 Berlin or Gibraltar cruisers, and a substantial small escort force. Remaining ships would be held in reserve for protection of the populated bodies of the inner solar system.

September 2nd, 2036- Annapolis, USA - Day 2 of UNIN-TsF Mutual Defense Talks

Following the progress made the previous day, and consultations with senior officials and directors, both sides returned to their talks to hash out a coherent defensive strategy in the event of all out war with the MIND. Firstly, the question of chain of command was raised, with strategic command falling jointly to the heads of UNIN First Fleet and TsF CENTCOM. (Currently RADM Stansberry and KADM Melnikov) Tactical command would fall to the senior officer currently engaging targets.

In the event of action by WATCHTOWER in preventing the Giza from stabilizing the Sol-Roanoke point, both TsF and UNIN would make their primary point of defense the jump point itself, attempting to contain all MIND vessels in the Roanoke system and beyond. If possible, forward deployment into Roanoke may be attempted in an effort to swarm smaller MIND task groups as they arrive. Should this cordon be breached, both UN and FEAN formations would attempt to secure an evacuation route - with all reserves covering the inner system, in particular the Earth-Luna system, although Federation officers made adamant their refusal to give up Mars unfought, a sentiment to which UNIN agreed, in the interests of protecting the 150 million people currently living on the Red Planet.

The end of the day saw some quick discussions about the nature of a possible evacuation of civilians in the event of war. Although the Federation offered Titan as a temporary bastion, UNIN felt that evacuating to a body still within the Solar System would put the lives at more risk, far from the mutually supporting defenses of Earth and Mars. Instead, it was tentatively decided that should the worst happen, the planet Zhongguo-AIV, already planned for a first FEAN extrasolar colony, would provide safe haven to humanity, with a formal decision to follow in the coming days.

(As a note for UN eyes - Klondike Kagayan's probable Belnar connection was not mentioned to the Federation, although it was mentioned by UNIN as a possible destination for the Bastion pending clearance of the system)
